Maybe I'm wrong, but I feel like time is not an important (or at all a) factor in point calculation. It should be.
Move times are not stored for accuracy. It's not so obvious now, but the site used to have pie charts that showed the ranges for move times, which included 6-9 seconds and so on.

Estimating time would be too unreliable.

Besides, how *would* they factor into it? Your ideas isn't all bad, but it's quite unclear right now.
Time is not used to calculate rating; it's not used in games, and it's not used in puzzles. Take all your time.
Time has the potential to be used when the training feature is expanded. This was discussed when we were initially developing the training section of the site, we discussed the potential for "bullet, blitz, slow, and un-timed" modes, and we agreed that we'd start with un-timed and potentially add further functionality later down the track.

It's still unclear if these features will be added. There's currently more pressing things to have developed.
