@Toadofsky That's why the move Kh1 is illegal. But it is a move. The original question specifically allows illegal moves.
What do you mean by illegal? Isn't it impossible? Any given king can illegally move like a queen or a knight or even an amazonian queen.

Even if the board was completely filled with pieces from both sides, say 1 black king and 62 black pawns with 1 white king, either side could illegally take an enemy piece. For example, Kh1xd4 is possible impossibly.

Essentially, each square would have to have one piece of the same colour on it to render every possible piece immobile. But even so, couldn't a king kill a piece of its same colour in this bound of impossibility? Hence, there is no position in which no moves are possible as there will always exist an illegal move.
